Selling to locals
Homebase has various drugs, and you can now sell them. With drugs on you, walk up to a local and attempt to sell them your product.
Finding a dealer
If a local ends up buying something, there is a very small chance that they will offer to work as a dealer for you. It is rare on purpose, so a good dealer feels like a real find.
The burner phone
To work with a local dealer you need a burner phone. On it you can schedule meetings with your dealers and set them up with product to sell for you. Whenever you need the cash, call them for a meeting and they will have it ready.
